Why did Russia replace a competent general with a bad one?

Russia recently demoted Sergei Surovikin, the commander of Russian forces in Ukraine with General Valery Gerasimov, a Putin loyalist. This may indicate that Russia is in this for the long haul and wants a general who is willing to accept high casualties.
