However, these appeals were ignored, and Ankara's diplomatic impact on the war has been minimal, with no ceasefire on the horizon. Why?
There are several reasons why Turkish diplomatic outreach has failed to provide the anticipated outcomes. Its weapons in this fight have been limited.
The situation is distinct from Turkey's success in mediating the Russia-Ukraine conflict, where it benefited from certain advantages. Ankara is an important economic partner for both Russia and Ukraine, with which it maintains an open relationship. When Erdogan called for cease-fire talks, both countries trusted him and were eager to talk.
On the Gaza war, however, Ankara lacks the clout to compel Israel to attend discussions. While Ankara and Tel Aviv have substantial economic ties, they lack political weight and are not existential.
Netanyahu, the Israeli Prime Minister, despises Erdogan, and the feeling is mutual. Israeli officials have stated that they will not negotiate until Hamas releases all hostages. As a result, Israel has prioritised vengeance and "erasing Gaza" over negotiation.
Surprisingly, Israel's officials made no public comments of gratitude after Ankara swiftly ordered Hamas leaders to leave the country in the aftermath of the 7 October attack. In comparison to powers like Iran, Turkey has demonstrated that it has a more balancing impact on the armed group, which may benefit all parties concerned.
Jordanians, Egyptians, and Qataris have also attempted to mediate agreements. Due to longstanding ties and Doha's ability to broker previous deals, both Israel and Hamas appear to have chosen Qatar for the majority of the talks.
Washington, for its part, has not worked with Turkey on the present issue, as US President Joe Biden has chosen to unreservedly support Netanyahu, therefore destroying the prospect of any meaningful talks. While US Secretary of State Antony Blinken has spoken with his Turkish counterpart, Hakan Fidan, on the issue of hostages, Ankara's influence within the White House has been limited for the previous decade due to a series of disagreements.
Turkey has sought de-escalation since the outset of the crisis, preferring to focus on doable goals rather than a regional catastrophe. According to my sources, while touring the area, Fidan sent a single message to Jordan, Egypt, Saudi Arabia, and the UAE: "Ankara is ready to support the Arab countries in their stance against Israel." It sees no benefit from this dispute and would want to see a united front."
Ankara supported Egypt's peace conference, while Riyadh made Blinken wait for hours and then postponed an arranged meeting. Jordan summoned its ambassador to Israel for consultations, and Ankara did the same.
