As the Tesla Supercharger Network expands worldwide, it faces new legal challenges.
Mainly, it faces different rules in some markets, which is becoming a problem in Germany.
And Tesla's Supercharger Network in Germany faces legal issues as the charger doesn't display current output on an external screen. While the Tesla app gives the vehicle owner access to this information, the German office of weights and measures has stated that it does not meet the code as the charger must have a display of its own that shows the information. Tesla will be required to address this issue in the coming months. However, the chargers will be allowed to continue to operate.
As Tesla expands its proprietary Supercharger network into new territory and opens it up for public use by all EVs, there are likely to be some bumps along the way. It is partly because different countries and local areas have different rules.
Another source said Tesla's public Superchargers are deemed 'illegal' in Germany due to technicalities. While they work properly, they're missing a kilowatt-hour (kWh) counter on the charging stalls.
Tesla uses its smartphone app to keep track of details related to each individual charging session. Tesla's Superchargers don't have display screens, unlike other DC fast-charging stations. Since everything is done via the Tesla App, and users have to be set up in advance for billing, there's arguably no need for a screen or a kWh counter unless the laws in the area require the features.
There are reportedly other charging stations in Germany that are also deemed illegal for the same reasons. However, Tesla has the most significant number of charging stalls that aren't yet in compliance.
Bavarian State Office for Weights and Measures chief Thomas Weberpals makes it clear that it's Tesla's job – and that of other companies deploying charging stations – to retrofit the charging stalls to comply. In the meantime, Germany isn't taking any official action. It's not sanctioning the companies or shutting down the stations.
Tesla's charger isn't the only one facing regulatory issues. Earlier this year, the German parliament passed a law requiring all EV chargers to accept physical debit and credit cards, meaning that systems that require you to use your phone would no longer be legal. It could require thousands of chargers to be retrofitted with physical card readers, but the Government has stated that the regulation will not come into effect until June of 2023.
