In contrast, most German higher education institutions are tuition-free for international students. Its foreign enrollment is set to reach a record high in 2021, and a recent study shows that free tuition is Germany's most important competitive strength.

Many students still don't know about Norway's plans

The Study.eu survey found that more than two-thirds of students surveyed do not know that they may have to pay tuition fees if they choose Norway for a program in 2023. Mr. Bloss of Study.eu outlines the potential implications:

“International students usually plan their studies one to two years in advance. For Norway, this is especially true as the country's application deadline is the earliest in all of Europe. But for the 2023 intake, universities have not had the opportunity to properly communicate potential fees to their prospective students. Two-thirds of the students we surveyed had never even heard of the plan. The hasty introduction of fees will destroy study-abroad plans for many young people - and could cause lasting reputational damage to Norway's education sector as well as the country as a whole."
